Born in January 1966, Professorate Senior Engineer, Ph.D. in Engineering. Currently serves as President and Party Secretary of IWHR, concurrently Director of the International Research and Training Center on Erosion and Sedimentation, Director of the Remote Sensing Technology Application Center of the Ministry of Water Resources and CDPR (Defense Center), Vice Chairman of the International Cooperation and Exchange Working Committee and the Disaster Mitigation Committee of the Chinese Hydraulic Engineering Society, and Vice Chairman of the China National Committee on Irrigation and Drainage. Has held various research management and functional management positions, with rich experience in international cooperation, graduate education, infrastructure, safety production, publicity, logistics, and platform construction. Organized and participated in the compilation of the Ministry’s “14th Five-Year Plan” for water conservancy scientific and technological innovation, the survey report on 100 rural water supply projects nationwide, and IWHR’s special “14th Five-Year” plan. Led cross-disciplinary research on integrated mountain-river-forest-farmland-lake-grassland system governance, national river and lake happiness index assessment, and consultation for the Pazhi Hydropower Project and supporting irrigation areas on the Doxong Tsangpo River in Tibet. Continuously strengthens the integration of systematic water governance with territorial spatial planning and ecological space management, enhancing technological support for modernizing water governance capabilities in the new era. Initiated special studies on river and lake ecological flow, ecological water conservancy engineering, lake and reservoir dredging, and rural drinking water safety. With an international and long-term vision, has been promoting IWHR to become a world-class research institute for over 15 years—organizing World Water Forum sessions, releasing the world’s first "World River Happiness Index Report" on World Water Day, proposing the creation of the international journal "River", and collaborating with UNESCO to introduce the "Water Knowledge Reader" into schools along the Belt and Road Initiative.
